About the Directorate

Interpol Kigali also known as National Central Bureau (NCB) Kigali is a division under the Criminal Investigation Department (CID)

It links Rwanda National Police to Interpol General Secretariat in Lyon France and National police forces of other member states of Interpol.

Interpol Kigali is made up of three sections namely:

Communication
This section handles day to day communication between Interpol Kigali and General Secretariat and National Central Bureaus of Interpol member states, on behalf of Rwanda National Police.

Transnational Organised Crime (TNOC)
This section is responsible for combating trans-national organised crimes such as drug trafficking, trafficking in human beings, crimes against women and children, cyber crimes, money laundering, terrorism, stolen or forged travel documents, motor-vehicle theft to mention few.

Fugitive Section
This section identifies lists and issues Interpol notices for fugitives wanted for prosecution on the crime of Genocide or other crimes. The fugitives may be genocide suspects still at large and hiding in other countries, or foreign nationals who may be hiding in Rwanda while wanted by their home judicial authorities.

Like most other Interpol branches, NCB-Kigali is equipped with modern global communication system known as I-24/7 and enjoys excellent relations with other NCBs and Interpol General Secretariat. With International police co-operation facilitated by Interpol General Secretariat, there is no hiding place for criminals.

I.2. Director of INTERPOL

Coordination and supervision of all activities of divisions

Prepare the action plan of the directorate

Orientation of complainants and instructions thereof

Advise the Commissioner for CID in the field of Interpol

To make the last decision on issues of the Interpol

Communicate with Interpol Authorities from abroad for cross-boarder crimes

Give the report to the Commissioner for CID

a.Administrative Assistant to D/INTERPOL

Organize the Office of the D/INTERPOL

Supervise the D/INTERPOL secretariat activities

Arrange the D/INTERPOL audiences

Checking incoming and outgoing letters and inform the D/INTERPOL as per their urgency

Advise the D/INTERPOL on how to achieve the well running of CID activities

Update the D/INTERPOL on the running activities (meeting, urgent requests, etc…)

Make the follow up of files handed to different divisions and ask them to meet the deadline

Read and summarize the incoming letters for the D/INTERPOL

Remind H/Divisions the feedback of required reports

Inform the beneficiary the decisions taken by the D/INTERPOL

b.I/C of Quality Assurance

Read the reports and files transferred to the Prosecution and make analysis thereof

To check the relevancy of the case file and if necessary suggest what to add for an additional statement to submit to the Prosecution

Categorise the reports according to their relevance (red, orange and green)

Give the statistics of the increase and decrease of the reports categories

Check if all the coming complaints have been investigated and their reports done on time

Give a monthly report on the quality of the Directorate activities

I.2.A. Head Transnational Organised Crimes

Coordinate and supervise the activities of the division

Prepare the action plan of the division

Orientation of complaints from D/INTERPOL according to the field of the complaint

Read the reports from JPOs, check their quality, add his opinion and send them to the D/INTERPOL

Attend international summits on international crimes

a.H/Sections

Receive complaints on cross-boarder crimes from the H/Division

Follow up all information relating to cross-boarded crimes

Give the complaints to JPOs for investigation and instructions thereof

Follow up the daily evolution of investigation on cross-boarder crimes

Read the reports from JPOs before transmitting them to the H/Division

Give a weekly reports on the evolution of investigation on received complaints

Give a monthly report on activities in the section

I.2.B. H/Communication

Coordinate and supervise the activities of the division

Prepare the action plan of the division

Orientation of complaints from D/INTERPOL according to the field of the complaint

Read the reports from JPOs, check their quality, add his opinion and send them to the D/INTERPOL

Give a monthly report on activities

a.I/C I 24/7

Organise the time table of the duty and ensure its applicability

Get and send information relating to cross-boarder crimes

Supervise if messages are sent according to international standards

Inform incoming messages to the H/Communication as per their urgency

Report monthly on the job achievement

b.I/C Maintenance

Supervise the rational functioning of Interpol computers and accessories

Ask for a permanent maintenance of computers and accessories

Inform all incident occurred to Interpol computers and accessories

Report monthly on accomplished activities

I.2.C. H/Fugitives

Coordinate and supervise the activities of the division

Prepare the action plan of the division

Orientation of complaints from D/INTERPOL according to the field of the complaint

Read the reports from JPOs, check their quality, add his opinion and send them to the D/INTERPOL

Report monthly on activities

a.H/ Investigations

Investigate on cases of suspects having committed crimes abroad according to information got on I247.

Inform other countries Interpol on suspects having committed in Rwanda and living abroad.

Collaborate with the Fugitives Unit in NPPA.

Attend international summits on fugitives problem.

Report monthly on achieved activities.

b.I/C Notices

Receive requests from NPPA on criminals notices following International Arrests Warrants and Indictments.

Request for the publication on I 247 of notices against criminals

Follow up if notices have been received and published.

Request for the update of notices and information thereof.

Report monthly on achieved activities.
