DIRECTOR OF KIGALI FORENSIC LABORATORY

 Coordination and supervision of all activities of divisions.

 Prepare the action plan of the directorate.

 Orientation of requests and instructions thereof.

 Advise the Commissioner for CID in the field of KFL.

 To make the last decision on issues of the KFL.

 Communicate with Police Laboratory Authorities from abroad to see how to promote KFL skills.

 Give the report to the Commissioner for CID.

a. Administrative Assistant to D/KFL

 Organize the Office of the D/KFL.

 Supervise the D/KFL secretariat activities.

 Arrange the D/KFL audiences.

 Checking incoming and outgoing letters and inform the D/KFL as per their urgency.

 Advise the D/KFL on how to achieve the well running of CID activities.

 Update the D/KFL on the running activities (meeting, urgent requests, etc…).

 Make the follow up of files handed to different divisions and ask them to meet the deadline.

 Read and summarize the incoming letters for the D/KFL.

 Remind H/Divisions the feedback of required reports.

 Inform the beneficiary the decisions taken by the D/KFL.

b. I/C of Quality Assurance

 Read the reports and files from experts and make analysis thereof.

 To check the relevancy of the reports and if necessary suggest what to add for the report to submit to the requester.

 Categorise the reports according to their relevance (red, orange and green).

 Give the statistics of the increase and decrease of the reports categories.

 Check if all the coming requests have been duly answered and their reports done on time.

 Give a monthly report on the quality of the Directorate activities.l

c. Head Scene of Crime Office (SOCO)

 Complete all the information relating to the crime in the scene register.

 Park the materials to use according the nature of the crime.  Attend and protect the scene of crime.

 Gather all evidences on the scene crime.

 Ask for an expert intervention if necessary.

 Hand the evidences to the related custodian for orientation.  Keep photos from the scene of crime.

 Give a report of the scene.

 Give a monthly report on attended scenes.

1.3.A. Head Physical Sciences

 Coordinate and supervise the activities of the division.

 Prepare the action plan of the division.

 Orientation of requests from JPOs according to the field of the complaint.

 Read the reports from experts, check their quality, and send them to the requesters.

a. Head Document Analysis

 Hand writing analysis.

 Signature analysis.

 Analyse other questioned documents authenticity (passports, driving licences, stamps etc…).

 Report monthly on accomplished activities

b. Head Prints Section.

 Analysis of prints (fingers, foot, shoes, wheel etc……).

 Report on activities done.

c. Head Computational and Digital Forensic Section

 Analysis of electronic messages.

 Software tests.

 Voice analysis (ondes sonores).

 Recover data from electronic apparatus.

 Reports on achieved activities.

d. Head Ballistics and Firearms.

 Bullets and bullets trajectory analysis.

 Firearms analysis.

 Reporting on activities.

1.3.B. Head Biology Division

 Coordinate and supervise the activities of the division.

 Prepare the action plan of the division.

 Orientation of requests from JPOs according to the field of the complaint.

 Read the reports from experts, check their quality, add his opinion and send them to the requesters.

 Report monthly on activities.

a. Head Evidence Search, Location & Recovery

 Receive the evidences from the SOCO Team.

 Search for and locate necessary evidences from the exhibits.

 Recover samples to use in the Laboratory.

 Send the samples to the related experts requesting the analysis  Report monthly on activities.

b. DNA Analysis

 Receive requests and samples from ESLR.

 Analyse the samples from Evidence Search & recovery.  Give a report of the findings.

 Give a monthly report on activities.

I.3.C. Head Toxology Division

 Coordinate and supervise the activities of the division  Prepare the action plan of the division.

 Orientation of requests from JPOs according to the field of the complaint.

 Read the reports from experts, check their quality, add his opinion and send them to the requesters.

 Report monthly on activities.

a. Head Alcohol Section

 Receive requests from JPOs in relation in alcohol.

 Determine the concentration of alcohol in blood.

 Determine the concentration of alcohol in urine.

 Give a report of the findings to the requester.

 Give a monthly report on section activities.

b. Head Drugs Section

 Receive requests from JPO’s.

 Determine if a given substance is a drug or not.

 Test if anybody has consumed the drug.

 Give a related report to the requester.

 Give monthly report on section activities.

c. Head Toxins Section

 Receive requests from JPOs.

 Determine toxic substances having harmed the organism.

 Determine if any food contains toxins.

 Determine if the content of any substance contains toxins harmful to the organism.

 Give a related report to the requester.

 Give monthly report on section activities.
