Directorate of Planning
The new strategic plan had already been highlighted in the previous strategic plan but due to their central importance in the RNP set up, they have been reconsidered. As regards documentation, the directorate has also established a documentation center with different books of reference, peace-keeping operations, police history and more.
However, the directorate still lacks a monitoring and evaluation office which is crucial in overseeing how the strategic plan is being executed. Efforts are underway to establish one as police continues to position itself for a brighter future.
When the Rwanda National Police was established in 2000, the Directorate of Operations also came into being. It was initially composed of two divisions: Public Order and Security, and Community Policing. However, Community Policing has since become a full Directorate.
It was set up mainly to collaborate and coordinate with Police Units in the provision of services to accomplish their tasks.
The department is currently boosted by different officers that range from senior, junior NCOs and other ranks. It is responsible for police operations, backed by different equipment.
Such logistical support include offices, a call center that has different hot lines such as 112 (MTN and TIGO), 117 for Rwandatel, and intervention cell phones, the 0788311162 and 0788311163.
It also has 3 operational vehicles that work 24 hours and a Joint Operational Center (JOC) that has been established with the aim of providing clear standard information concerning the organization and Functions of the Force, to serve as a center from which operations may be planned and directed and to collect and disseminate operational and criminal Intelligence.
The Directorate’s full power to coordinate Police Units and services in terms of Police operational activities and ensuring that security is guaranteed and maintenance of law and order to all people living in Rwanda territory, is what stipulates its core competence as a unit in The national police.
The directorate’s achievements range from provision of security on annual commemorations of the 1994 Genocide against the Tutsi, provision of security on Liberation Day of 4th July every year, provision of security on Labour Day celebrations each year and security during football leagues in Rwanda.
Other achievements are all related to security provided on historical days, anniversaries, government retreats, regional and international conferences and security for visiting heads of states such as at the EAC’s Heads of State meetings.
Much as the department has registered successes in carrying out different missions, it is still faced with many challenges. The biggest challenge is the lack of skilled and required police personnel especially in the areas of communication, and the insufficient operational materials such as Operational Maps and accident maps.
However, the department hopes for a better future if its plans come to fruition. It has planned for operation rooms at provincial and district levels for quicker responses, and the use of Police donkeys for security purposes.
Crime clocks will also be used in the near future. This system is used by Regional, District and Station Commanders to monitor the frequency, nature or type of crimes committed at particular times within the Region, District or Station.
Also in the offing is the establishment of an Operations Software which will contain electronic maps that will facilitate to know the in-coming call Grid Reference.
