THE REVENUE PROTECTION UNIT (RPD)

 Curbing smuggling and other forms of tax evasion done through maneuvers like undervaluation, misclassifications, non declaration.

 Gathering and disseminating intelligence pertaining to tax evasion.

 Investigating tax evasions that are criminal in nature and hence compilation of statements of offence for prosecution purposes.

1. FAST KIGALI SECTION:

I) Responsibility for Head FAST Kigali

 To detect, arrest and report before the law all kinds of tax fraud (cross border smuggling, non declaration, under declaration, undervaluation and other forms of tax evasion).

 To detect arrest and recover duties and taxes evaded.

 Plan, organize surveillance operations within Kigali (surveillance

patrols, abrupt check points, searches, VAT Campaign)

 Looking at new trend of smuggling and advice the C.O on anti- smuggling strategies to be put in place.

 Liaise with Customs staff and other law enforcement institutions in the control of tax fraud.

2. FAST OUTSTATION SECTION:

i) Major responsibilities for Head FAST Out Station  To detect, arrest and report before the law all kinds of tax fraud (cross border smuggling, non declaration, under declaration, undervaluation and other forms of tax evasion).

 To detect arrest and recover duties and taxes evaded.

 Plan, organize surveillance operations upcountry (surveillance patrols, abrupt check points, searches, VAT Campaign)

 Looking at new trend of smuggling and advising the C.O on anti-smuggling strategies to be put in place.

 Liaise with Customs staff and other law enforcement institutions in the control of tax fraud.

ii) Transit

Transit is a sub section of fast out station section, it does the monitoring of vehicles inward and outward transit and this is done in a system called Asycuda++ (Automated System for Customs Data).

Transit has got two transit shades namely Shyorongi and Runda, in these transit shades we do the recording of vehicles, the date of entry, time and the date of exit.

iii) Areas of Operations

• Borders.

• Provincial RRA stations.

• Transit Parking yards.

Every week the Head Fast Outstation presents operation plan to be conducted upcountry basing on information gathered.

3. INTELLIGENCE SECTION:

i)Staff discipline:

They keep records on cases of:

 Dismissal.

 Last written warning.

 First written warning.

 Oral warning.

 Acquitted after if found not guilty.

ii) Information gathering and analysis

 Profiling imports and exports.

 Data base for smugglers.

 Analysis of information.
