Rwanda National Police Medical Services
With the establishment of the Rwanda National Police (RNP) in June 2000 came the challenge of providing quality medical services to the police force.
This force has been expanded over the years to be able to provide a quality service in line with international standards. In line with government plans to create comprehensive, long-term strategies, the medical unit created plans to fit in with the government’s Vision 2020.
The aim is not to simply be able to give quality services to the nation’s police personnel and their families, but also to members of the general public who might be in need of them.
The unit has several departments offering different services. These range from providing clinical care to clinical psychology—counseling, epidemiological surveillance, forensic medical practice and emergency rescue missions.
How far then
Supported by MAP, who have funded the construction and equipment of four additional VCT centers in Huye, Gishari, Karongi and Musanze districts at the National Police Academy, capacity has improved.
The health centers also provide a comprehensive package of basic health services. Civilians, too, are served here.
Police Hospital and Health Centers
Kacyiru Health Center serves a target population of over 60,000 residents of Kigali, mainly civilian from the surrounding area. The center provides preventive and curative health services such as HIV care, major diseases control, clinical work including dentistry.
In addition, Kacyiru Health Center offers specialized services such as psycho-social counseling and clinical psychology, emergency and rescue services.
In 2002, the center was chosen by the Ministry of Health as a pilot site to help implement the family package. The project was sponsored by the Office of the First Lady.
The project aims to adopt a family approach in meeting the medical, psychological and socio-economic needs of people with HIV and families affected by the disease.
Kacyiru Health Center is in a transitional phase. It is slowly but surely moving from a small health facility to a modern hospital that will have all major clinical departments (maternity, pediatric, internal medicine and surgery) as well as providing forensic medical investigations (clinical and forensic post mortems).
With help from the Global Fund – which was lobbied by the First Lady Jeannette Kagame, the Ministry of Health was able to oversee the construction of a new and modern maternity ward, complete with medical equipment.
Kacyiru Police Hospital has been fully operational since July 2009. Its official inauguration was graced by the First Lady Mrs Jeannette Kagame on May 18, 2010.
The hospital, which houses Isange One-stop center for survivors of child, domestic and gender-based violence, is specialized in Forensic Medicine.
