Protocol
The protocol department is as old as the Police and has only changed leadership but not its functions. The unit is, on the most part, involved in preparations of the official state functions.
The department, among other duties, does ranking of guests and hosts, receiving guests at the ceremony and displaying of flags where necessary. It also organises seating arrangement for dinners and banquets, official events in parliament and stadiums. One can say it ensures that the events are organised in an orderly manner.
The Protocol department has always been the acknowledgement of the hierarchical standing of the present and the principles of activity. The main elements are; Courtesy rules, Hierarchical order, the principles of civility as well as internationally recognized norms and principles. Police etiquette has always encompassed the body of manners and forms prescribed by custom, usage, or authority the etiquette preserves, respect for the rights and dignities of others.
Police etiquette also represents good manners. Protocol and etiquette have always enabled RNP to handle, naturally and with courteous way, to properly greet and entertain civilian, military and colleagues.
Organization of processions
Duties under this include:
1. To liaise with security in preparation of state events.
2. Requesting for “ordre de mission” for police officers traveling outside the country.
3. Receiving visitors of Rwanda National Police at the airport.
4. Making presentations for Rwanda National Police visitors.
5. To liaise with other institutions or any other party where Rwanda National Police will participate in functions or ceremonies.
6. Booking of accommodation for Rwanda National Police guests.
7. Booking air tickets for Rwanda National Police officers traveling abroad.
8. Handling of Rwanda National Police couriers going outside Rwanda.
9. Requesting for service/diplomatic passports for Rwanda National Police officers.
10. Requesting for visas for Rwanda National Police officers traveling on official duties.
11. Management of Rwanda National Police Conferences and Meetings.
12. Follow up of expenses used in Conferences and Meetings.
