It has for so long been noticed that motorcyclists have showed less concern in observing traffic laws the result of which has caused mayhem on roads through traffic accidents. Many of motorcyclists simply defy traffic laws by ignoring red lights, driving without permits, helmets and some without insurance.

Road users are meant to collaborate through observing traffic laws and other road safety regulations to ensure road safety.

Rwanda National Police as a law enforcing institution is responsible to ensure that the regulations are followed.

It is through this mandate that Police has since taken steps to engage all stakeholders in talks, discussions and consultations with a view of dealing with traffic offenses and disorder.

Over time, agreements have been reached and later breached. This follows motorcyclists’ bad trend of defying traffic laws and regulations for unexplained reasons.

The continued reckless traffic offenses have forced Police to keep close watch on the behavior of motorcyclist and at times, it takes appropriate measures to curb the mess. Normally every road user is supposed to observe traffic related regulations without Police having to step up supervision of motorcyclists.

However with time, motorcyclists are slowly but surely beginning to change their mindset. They are now stopping at red lights, have avoided reckless maneuvers and their overall discipline on the road has improved.

On the other hand Kigali City Council has availed 65 appropriate parking lots to motorcyclists around the city to ease congestion and traffic flow. These parking spots will contribute to reduced road accidents.

Recently motorcyclists associations in partnership with Kigali City and Police met to discuss traffic issues and came up with appropriate and lasting solutions.

Police has initiated measures to facilitate proper acquisition of driving licenses through new mechanisms of registration for traffic provisional exams. It has also collaborated with driving schools to streamline their methods of instruction thus allowing as many people as possible to acquire driving licenses.

Rwanda National Police will continue to enhance partnership with all stakeholders with a view to significantly minimize road accidents.
